Contributes independently to the CSU work by completing a variety of tasks assigned, covering all or a combination of the following functions:
Review of User Units and Borrowers’ Submissions
Proactively ensures the timely recruitment of TA and loan consultants in accordance with applicable procedures.
Recommends action to the concerned project officer and/or PPFD director/procurement specialist based on the result of the submission reviews.
Reviews and validates work of administrative and national staff on TA and loan consulting before submission to the PPFD director/procurement specialist.
Liaison with Internal and External Clients
Communicates with user units on matters related to TA and loan consultant recruitment and assists the concerned officers in preparing communications involving complex issues.
Works with the user units in addressing the issues in TA and loan consulting selection process and queries on preparation of submission documents.
Facilitates and conducts training programs for ADB and EA staff responsible for recruiting loan consultants.
Provides guidance to user units on TA and loan consulting services policies and procedures.
Participates in policy reviews and contributes to procedural streamlining for engaging TA and loan consultants, including revisions to the relevant parts of Procurement Staff Instructions and template documents for consultant recruitment.
Actively contributes to the planning of various initiatives designed to improve the business process for ADB-administered and EA-administered consultant recruitment.
Development of new IT System
Participates in the working group for developing new and/or enhancement of existing IT systems with particular focus on modernization of Consultant Management System.
Supervises administrative staff to ensure uniform, consistent, and timely reviews of the submissions in compliance with applicable policies, guidelines, and procedures. Contributes to mid-year and year-end performance reviews for the assigned staff.
Performs other duties as may be assigned by the position’s immediate supervisor and/or Director, PFP2.
Relevant Experience & Requirements
Bachelor’s degree in accounting, management, business administration engineering, or law, preferably with Master’s degree or equivalent. At least 8 years work experience and at least 4 years of supervisory experience.
Excellent written (including report-writing) and verbal communication skills in English is required
In-depth knowledge and understanding of the consulting process as well as ADB’s operational procedures and other relevant policies
Ability to communicate to the clients the administrative processing requirements and supporting rationale in a manner that engenders cooperation
Able to guide administrative staff to facilitate work planning, delivery, quality review
Good communication and interpersonal skills in a multicultural and multiple expertise professional environment
Proven negotiation skills
Basic knowledge of the ADB-adopted computer applications and familiarity with the existing database management systems and with other similar systems
Able to work collaboratively with teams as a constructive team member
