Organizational Setting and Reporting Relationship
The position is assigned to the Finance Sector Office (SG-FIN) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and senior National Staff.
Your Role
As a Project Assistant, you will provide operations support in various activities related to project processing and administration, analytical, statistical, and accounting aspects of the sector office's portfolio/pipeline management, and other administrative functions.
You will:
- Assist in the administration, including liaising inquiries from counterparts to respective supervisors, of loan and technical assistance (TA) projects, from the TA consultant selection process, processing of claims, contract variations and preparation of completion reports.
- Contribute to the preparation of sovereign loan operations and Project Administration Manual (PAM) by gathering and consolidating data and preparing draft of various sections.
- Create, update, and maintain project processing and implementation information and data in eOperations, Sovops and other relevant systems such as project description and scope, cost estimate, financing plan, results framework (impact, outcome, outputs, inputs, risks, assumptions, and relevant indicators), contract awards and disbursement projections, loan covenants, and others; follows up outstanding obligations of executing and implementing agencies such as the submission of audited financial statements, safeguard monitoring reports, and progress reports.
- Assist consultant recruitment, procurement, and contract management.
- Assist in maintaining, updating, and monitoring database of the assigned team or SG-FIN on various portfolio/pipeline indicators.
- Ensure that all correspondence and documents for supervisors are prepared with ADB's standards and styles based on Handbook of Style and Usage. Independently compose and send out routine letters. Carefully check all documents submitted for approval of the supervisors.
- Support in the facilitation of project missions to ensure smooth and efficient execution.
- Perform other duties as may be assigned and reflected in the incumbent's workplan.
You will need:
- Bachelor's degree in business administration or a relevant discipline.
- At least 5 years of relevant professional experience.
- Advanced computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in multilateral organizations.
- Good knowledge of processing and project administration activities.
- Good understanding of the interactions between different work areas and relevant workflow and their purposes.
- Ability to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills.
- Ability to manage priorities and workload within general schedule of work, instructions and standardized practices.
- Ability to maintain composure under pressure.
- Ability to liaise and work effectively with staff within own work location.
- Ability to work collaboratively with teams as a constructive team member.
- Excellent command of written and spoken English.

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
