We are seeking an experienced Government Contracting and Bidding Specialist who will drive the acquisition of government contracts for our SaaS solutions. This role requires a deep understanding of the government procurement process and activities in compliance with Philippine government regulations, exceptional bidding skills, and the ability to tailor SaaS offerings to meet public sector needs while upholding transparency, cost-effectiveness, and quality.



Key Responsibilities:

Bid Development:
Analyze tender documents and government requests for proposals (RFPs) to create compelling bids for SaaS solutions. Collaborate with technical and sales teams to ensure proposals are comprehensive and competitive.

Regulatory Compliance:
Ensure compliance with Philippine government procurement laws (e.g., RA 9184) throughout the bidding process. Stay updated on relevant regulations and best practices in government contracting.

Market Research:
Conduct thorough market analysis to identify potential government clients and upcoming opportunities in the SaaS sector. Monitor industry trends and competitor activities to inform bidding strategies.

Stakeholder Engagement:
Build and maintain relationships with government agencies and decision-makers. Present SaaS solutions effectively to stakeholders to demonstrate value and alignment with government needs.

Contract Negotiation and Management:
Negotiate contract terms and conditions to secure favorable outcomes for the company. Manage the execution and performance of contracts, ensuring compliance with obligations and addressing any issues.

Documentation and Reporting:
Maintain organized records of all bids submitted, contracts awarded, and performance metrics.
Prepare regular reports on bidding success rates and contract status for senior management.

Resources:
PhilGEPS (Philippine Government Electronic Procurement System): A platform for managing procurement activities and accessing bid opportunities.

Qualifications:
Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a related field.
At least [2+] years of experience in government contracting and bidding, preferably in the SaaS or technology sector.
Knowledge of PhilGEPS (Philippine Government Electronic Procurement System)
Strong understanding of Philippine government procurement laws and processes.
Excellent analytical, negotiation, and communication skills.
Proficiency in MS Office and experience with bidding and contract management software.

Preferred Skills:

Familiarity with cloud-based solutions and the SaaS business model.
Certification in procurement or contract management (e.g., CIPS, CPCM) is a plus.
Strong project management skills and the ability to work under tight deadlines.
