Job
Description
Panagora Group
seeks an experienced Senior Health Monitoring and Evaluation Director for a
USAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and
Learning Activity. The Director will lead and oversee the team providing monitoring,
evaluation, research, and learning services to the Office of Health. This is a
long-term position.
Duties
and Responsibilities
- Overall responsibility for leading and
coordinating all health component monitoring, evaluation, and research activities.
- Serve as the main point of contact for evaluation
and monitoring with the USAID Office of Health.
- Serve as the principal investigator for the
baseline and major performance evaluations (e.g., performance
evaluations of the TB, FP/ARH, CBDR, etc. portfolios) as well as oversee the design and implementation
of all CLA activities under this component.
- Maintain acceptable standards of quality for all
assigned tasks and expected deliverables, including all required reports.
- Other duties as assigned by the Chief of Party.
Requirements
- A
completed Master’s degree or higher in management,
public health, international development, social science, statistics,
economics, health systems, or a related field.
- At
least ten (10) years of work experience in designing, implementing, and
managing complex monitoring systems, performance and impact evaluations, and implementation
of research activities in/for developing countries, preferably the Philippines.
- A minimum of five years
of relevant experience and technical expertise in a supervisory and/or
management capacity that includes providing technical and management oversight
of subcontractors and complex teams in a multicultural setting.
- Demonstrated experience
with quantitative and qualitative data collection, management, and analysis
with a strong statistical background.
- Strong background in
project management and monitoring and evaluation, and understanding of public
health/epidemiology indicators, data, and analysis.
- Experience in a mix of
the above-indicated skills areas is highly preferred.
- Fluency in English,
written and spoken.
